Liaoning Disabled Persons’ Federation, approved by the provincial party committee and the provincial government in May 1988, is among the first batch of non-profitable institutes of such nature at the provincial level. It is clearly specified, by the State and Provincial Commission Office for Public Sector Reform, that its tenet is to carry forward humanitarianism, develop the undertaking for the disabled and guarantee the disabled to participate in the social life in full and with equity by devoting themselves to the social construction and sharing materials and cultural results; its function is of representation, service and management; its main task is to coordinate the institutional construction, to provide rehabilitation service, training and education, employment opportunity, helps the people in poverty, law assistant, to conduct construction for no-obstacle environment, to collect funds and to organize activities of culture and sports and international communication and so on, which includes 40 responsibilities in total in addition to the routine of the Working Committee for the disabled of the Provincial Government.
The Provincial Government Working Committee of the Disabled is the negotiation institute under the supervision of the provincial government, which was established in 1993 subjecting to the approval of the provincial government, the director of which is a vice-governor, while the members of which are composed by staff from 41 departments directly under the supervision of the provincial government. The decision-making body of the Disabled people’s Federation is Representatives’ Conference and the Presidium, the honorary president is the vice secretary of the provincial party committee, while the honorary vice president is taken by the vice director of the provincial people’s congress, as well as the vice president of the provincial CPPCC; the President of the presidium of the Federation is a vice-governor, the execution body is the execution council. In the Federation there are the Association of the Blind, the Association of the Deaf, the Association of the Limb-disabled, the Relative Association of the Intelligence-disabled and mental-disabled people; in addition, there are the Provincial Welfare Foundation for the Disabled, the Provincial Sports Association of the Disabled as well as the Provincial News Promotion Association for the Undertakings of the Disabled. The President and vice presidents of the Federation are respectively the leading/associate roles of the ministries, one president and three vice presidents, while two council members are at sector head level. The Party organization of the Federation is the leading Party group. The Federation is composed of Office and Departments at sector head level such as: Administrative Office, Organization Liaison Department, Rehabilitation Department, Propaganda, Culture & Sports Department, Education & Employment Department, Rights safeguarding Department, Planning & Finance Department, Organ Party Committee. There are six public sectors under the Federation, Liaoning Rehabilitation Center for the Disabled Persons, Liaoning Secondary Occupation & Technical School for the Disabled persons, Liaoning Employment Service Center for the Disabled persons, Liaoning Sports & Rehabilitation Center for the Disabled Persons, the Information Center for the Federation as well as the Provincial Assisting Apparatus Center for the Disabled Persons.
General of the Disabled Persons
It’s estimated by the result of the 2nd sampling survey of the disabled persons nationwide in 2006, there are 2.242 million disabled persons, accounting for 5.31% of the total population in the province. The proportion of the amount of all types of disabled persons among the total amount of disabled persons is: 313, 000 eyesight impaired persons, accounting for 13.96%, 386, 000 hearing impaired persons, accounting for 17.22%, 37, 000 lingual disabled persons, accounting for 1.65%, 834, 000 limbs impaired persons, accounting for 37.20%, 148, 000 intelligence disabled persons, accounting for 6.60%, 207, 000 mental disabled persons, accounting for 9.23%, and 317, 000 multiple disabled persons, accounting for 14.14%. |
